In order to comply with the State Measurement for Accountable, Responsive, and Transparent Government Act — known as the SMART Act — CDHS prepares an annual performance plan to outline its goals and priorities for the upcoming fiscal year.
The SMART Act, which was created by the Colorado legislature in 2010, established a performance-based budgeting system for Colorado. The legislation requires departments to create performance plans outlining their goals and describe how those goals will be evaluated through performance measures.
CDHS’s Performance Plan describes the CDHS mission, vision and goals, and provides annual performance measures and strategies for achieving its goals.

The Results-Driven Management System (RDMS) is a commitment that the Colorado Department of Human Services has made to strengthen how we run the organization in order to fulfill our vision: "To serve Coloradans through bold and innovative health and human services." The purpose of RDMS is to prioritize, connect, enable and drive the execution of all work in a way that ensures every resource is focused on the goals, so that every person has the maximum authority to act.
